What you need to know about your Federal student loan benefits

- In order to release your confidential account information to individuals you are authorizing, you must complete this form.
- Power of Attorney
- Providing power of attorney (POA) to someone you trust may be helpful if you have limited access to your account. We must have a POA on file before your designated POA can make any changes on your account. Make sure your name and account number are listed on the POA you provide to us.
If you have loans that you obtained before going on active duty military service, you may be eligible to limit the interest rate on your loans to 6% during the period of your active duty military service under the Servicemembers Civil Relief Act (SCRA).
If you are not receiving the SCRA benefit and believe you should, please contact us or send us a written request, along with a copy of your military orders. Or you may fill out and send in a completed Servicemember Civil Relief Act (SCRA): Interest Rate Limitation Request Form.
To qualify for a Military Service or Post–Active Duty Student Deferment, you must meet the following criteria:
- Be serving or returning from active duty in connection with war, other military operation, or national emergency, including qualifying National Guard duty. This does not include active duty for training or attendance at a service school.
- Have an authorized official complete Section 4 of the deferment form. As an alternative, you may have a commanding or personnel officer submit supporting documentation or submit a copy of your active duty orders

The Service Forbearance is for borrowers who do not qualify for a military service deferment or who are participating in the Department of Defense Student Loan Repayment Program. This forbearance request is also used for borrowers who are participating in a Medical or Dental Internship/Residency.
Instead of forbearance, you may want to consider requesting a payment plan that determines your monthly payment amount based on your income. During a period of forbearance, interest will continue to accrue. You can make interest payments during this time. Any unpaid interest may be capitalized (added to the principal balance) and may result in an increased payment amount. This will increase the total overall cost of the loan.
There is no maximum time for this forbearance. However, the forbearance is granted through the certified end date. If you still meet the qualifications below when the forbearance ends, you must complete a new forbearance form to verify you are still eligible.
Qualifications:
Medical or Dental Internship/Residency
- You have been accepted into an internship/residency.
- Your program requires that you have a bachelor’s degree.
- You must receive supervised training in your internship/residency program.
- Your program must lead to a degree or certificate awarded by an institution of higher education, a hospital, or a health care facility that offers postgraduate training.
- You must be required to complete the program before you can begin professional practice or service.

National Guard Duty
- You are a member of the National Guard.
- You are engaged in active state duty for a period of more than 30 consecutive days because a governor activated you based on state statute or policy.
- You are engaged in active state duty for a period of more than 30 consecutive days because a governor activated you with the approval of the President or the U.S. Secretary of Defense.
- You were not activated within six months after the last date on which you were enrolled at least half-time at an eligible school.

Department of Defense Student Loan Repayment Program
You are performing service that qualifies you for a partial repayment of your loans under any Department of Defense Student Loan Repayment Program.
Qualifications:
- You must be serving in a national emergency and assigned to a military operation declared by the President or Congress. This does not include training or attendance at a service school. This also requires a reassignment of duty location from which you are normally assigned.
While you are on active duty, ARC Servicing waives many documentation requirements attached to program benefits.
For example, the HEROES Act Waiver allows you or someone on your behalf, such as your school, spouse, or other family member, to request an extension of the reduced payment amount on your income-driven repayment plan. The waiver is available, for a maximum of three years, for Servicemembers experiencing these conditions:
- Serving on active duty during a war, other military operation, or national emergency
- Serving on Active Duty means a reserve member of the Armed Forces is ordered to active duty in connection with a war or other military operation or national emergency, regardless of the location at which that active duty service is performed. Active duty also includes any other member of an Armed Force on active duty in connection with any war, operation, or emergency or subsequent actions of conditions who has been assigned to a duty station at a location other than the location at which the individual is normally assigned, including full-time duty in the active military service of the United States. It excludes active duty for training or attendance at a service school (e.g., the U.S. Military Academy or the U.S. Naval Academy).
- Military Operation means a contingency operation as defined in 10 U.S.C. Section 101(a)(13) that is designated by the Secretary of Defense as an operation in which members of the armed forces are or may become involved in military actions, operations, or hostilities against an enemy of the United States or against an opposing military force, or results in the call or order to, or retention on, active duty of members of the uniformed services under Section 688, 12301(a), 12302, 12304, 12304a, 12305, or 12406 of this title, Chapter 15 of this title, Section 712 of Title 14, or any other provision of law during a war or during a national emergency declared by the President or Congress.
- National Emergency means you are residing in or employed in an area declared a disaster area by any federal, state, or local official in connection with a national emergency declared by the President of the United States.
- Performing qualifying National Guard duty during a war, other military operation, or national emergency
- Qualifying National Guard Duty includes service as a member of the National Guard on full-time National Guard duty under a call to active service authorized by the President or the Secretary of Defense of the United States for a period of more than 30 consecutive days in connection with a war, another military operation, or national emergency declared by the President and supported by federal funds.
To request the HEROES Act Waiver, you must provide a copy of your military orders. To apply online, complete the Heroes Act Waiver form, and then upload it and a copy of your military orders. Or, the completed form and orders can be mailed to the below address or faxed to 502-329-7077.

Student loan monthly payments can be automatically deducted from your checking or savings account. Your scheduled payment amount will be automatically withdrawn every month. There is no fee for this service.
Advantages:
- Guarantees that monthly payments are never late or lost in the mail.
- May receive interest rate reduction.
Additional payments or large payments will advance your due date and will prevent your EFT payment from being pulled. Please advise us if you do not want to advance your due date.
If at any time your bank account or routing information needs to be changed, or if you wish to cancel, ARC must receive your request in writing at least five business days prior to your EFT payment date.
Spouse Student Loan Information:
If your spouse has federal loans outside of ARC Servicing, we must have their loan information before we can process your IBR application.

The Graduate Fellowship Deferment is for borrowers enrolled in a full‐time course of study in a graduate fellowship program.
There is no maximum time for this deferment. However, the deferment is granted through the certified end date. If you are still enrolled in the graduate fellowship program when the deferment ends, you must complete a new deferment form to verify you are still eligible.
Qualifications:
- Must have a bachelor’s degree.
- Have been accepted or recommended by an institution of higher education for acceptance into a graduate fellowship program on a full-time basis.
- Your graduate fellowship program:
- Provides sufficient financial support to allow for full-time study for a period of at least 6 months.
- Requires a written statement from you that explains your objectives, before the awarding of financial support.
- Requires you to submit periodic reports, projects, or other evidence of your progress.
- Accepts course of study from foreign universities towards the completion of the fellowship program.
The Rehabilitation Training Deferment is for borrowers enrolled in a full-time rehabilitation training program.
There is no maximum time for this deferment. However the deferment is granted through the certified end date. If you are still enrolled in the rehabilitation training program when the deferment ends, you must complete a new deferment form to verify you are still eligible.
Qualifications:
- Your program is licensed, approved, certified or recognized as providing rehabilitation training to disabled individuals by the Department of Veterans Affairs or a state agency responsible for vocational rehabilitation, drug abuse treatment, mental health treatment, or alcohol abuse treatment.
- Your training program must provide services under a written, individualized plan that specifies the date the services are expected to end.
- Your program requires a substantial commitment by you to your rehabilitation.
- Substantial commitment means a commitment of time and effort that would normally prevent a person from being employed 30 hours or more per week in a position expected to last at least three months.
The In-School Deferment is for borrowers who are attending an eligible school either full-time or at least half-time.
There is no maximum time for this deferment. However, the deferment is granted through the certified end date. If you are still enrolled at least half-time when the deferment ends, you must complete a new deferment form to verify you are still eligible.
Qualifications:
- You must be attending an eligible school at least half-time.
The Military Service Deferment is for borrowers serving on active duty military service or National Guard duty, during a war or other military operation, or a national emergency and for an additional 180 days following the completion of qualifying military service.
There is no maximum time for this deferment. However, the deferment is granted through the certified end date. If your service is extended, you must complete a new deferment form to verify you are still eligible.
**IMPORTANT** If you have loans that were disbursed prior to starting active duty military service, you may be eligible to limit the interest rate on your student loans to 6% during the period of your active duty military service under the Servicemembers Civil Relief Act (SCRA). Qualifications:
- You are serving or returning from active duty in connection with a war, other military operation or a national emergency, including qualifying National Guard duty. This does not include active duty for training or attendance at a service school.
The Post‐Active Duty Student Deferment is a deferment for borrowers who have completed their active duty military service and were called to active duty at the time of, or within six months of attending school at least half-time.
The maximum time for this deferment is 13 months following the completion of your active duty military service and any applicable grace period or until the date you resume enrollment at an eligible school on at least a half-time basis.
Qualifications:
- You are a member of the National Guard or other reserve component of the Armed Forces or a retired member when called to active duty.
- Your service includes a period on or after October 1, 2007.
- You were enrolled at least half-time at an eligible school when you were called to active duty or within six months before the date you were called to active duty.
The Parent PLUS Borrower Deferment is for a parent borrower, whose dependent student for whom the loan was borrowed, is attending an eligible school on at least a half‐time basis.
There is no maximum time for this deferment. However the deferment is granted through the certified end date. If the benefitting student still meets the enrollment qualifications below at the time the deferment ends, you must complete a new deferment form to verify you are still eligible.
Qualifications:
- For PLUS loans first disbursed on or after July 1, 2008, the dependent student must be enrolled at least half-time at an eligible school. Repayment may also be deferred (only on PLUS loans first disbursed after July 1, 2008) during the six month period after the benefitting student is no longer attending an eligible school on at least a half-time basis.
- For PLUS loans first disbursed on or after July 1, 1987 and before July 1, 1993, the dependent student must be enrolled full-time at an eligible school.
- For PLUS loans first disbursed prior to July 1, 1987, and had an outstanding balance on or after July 1, 1987, the dependent student must be enrolled at least half-time at an eligible school.
This deferment is for borrowers who are temporarily totally disabled or are unable to secure full-time employment because they are caring for a spouse or dependent who is temporarily totally disabled.
The maximum cumulative time allowed for this deferment is 36 months. The deferment will only be granted in six-month increments. If additional time is required, you must complete a new deferment request to verify you are still eligible.
Qualifications:
- Your loan must have been first disbursed before July 1, 1993 or had a balance on a FFEL loan first disbursed before July 1, 1993 when you obtained a new loan on or after July 1, 1993.
- You, your spouse or dependent is temporarily totally disabled.
- You are unable to work and earn money or go to school for at least 60 days to recover from an injury or illness.
The Cancer Treatment Deferment is for borrowers who are receiving cancer treatment.
There is no maximum time limit for this deferment. You may receive forbearance for loans that are not eligible for this deferment.
Qualifications:
- This deferment only applies to loans made on or after September 28, 2018, or loans which entered repayment on or before September 28, 2018. This deferment cannot be granted for a period of treatment before September 28, 2018.
- Loans which were made before September 28, 2018, but were in an in-grace or in-school status are not eligible for this deferment and will not become eligible when they enter repayment.
- A Doctor of Medicine or Osteopathy who is legally authorized to practice medicine must provide certification of treatment in the physician's care and the dates of treatment.
- This deferment will be granted in one-year increments, followed by a six-month post-treatment deferment period. If the treatment period last longer than 12 months, a new deferment request will need to be completed to verify you are eligible to remain in this deferment status.

Advantage Education Loan Forbearance

The Reaffirmation agreement allows you to regain eligibility for federal financial aid if you have lost eligibility due to inadvertently exceeding your aggregate loan limit.
Steps to Reaffirm:
- The school in which you are seeking title IV funds must complete section 3 of the Reaffirmation Agreement.
- The form must be signed and dated by the student.
- The completed form must be sent to ARC.
Once ARC Servicing has received the completed Reaffirmation Agreement, we will notify NSLDS the loans have been reaffirmed. A confirmation letter will also be sent to the student and the school.

If you are employed by a U.S. federal, state, local, or tribal government or not-for-profit organization, you might be eligible for the Public Service Loan Forgiveness Program.
Qualifying for PSLF
To qualify for PSLF, you must:
- Be employed by a U.S. federal, state, local, or tribal government or not-for-profit organization (federal service includes U.S. military service);
- Work full-time for that agency or organization;
- Have Direct Loans (or consolidate other federal student loans into a Direct Loan);
- Repay your loans under an income-driven repayment plan;
- Make 120 qualifying payments.

Spouse Student Loan Information:
If your spouse has federal loans outside of ARC Servicing, we must have their loan information before we can process your IBR application.
Have your spouse complete and return the Income Based Repayment Spousal worksheet.
The Teacher Loan Forgiveness is for teachers who have taught full-time for five complete and consecutive academic years in a low-income school or educational service agency, and meet other qualifications, may be eligible for up to $17,500 of loan forgiveness on your Family Federal Education Loan Program (FFELP) loans and Direct Loans.
The maximum forgiveness amount is either $17,500 or $5000, depending on the subject area taught. If you have eligible loans under both the FFELP and Direct Loans programs, $17,500 or $5000 is a combined maximum forgiveness amount for both programs.
Eligible Loans:
- Stafford (FFELP or Direct)
- Federal Consolidation Loan (outstanding portion of the consolidation loan that repaid and eligible Stafford loan)
- Spousal Consolidation Loans
Ineligible Loans:
- Parent PLUS
- Consolidation Loans including Parent PLUS loans
- Private student loans, state loans or other loans not guaranteed by the federal government
- Defaulted Loans
Eligibility Requirements:
- Must not have had an outstanding balance on any FFELP or Direct loans as of 10/1/98 or have new loans before a pre-October 1, 1998 loan is paid off.
- Must have been employed as a full time, highly qualified teacher for five complete and consecutive academic years, and at least one of those years must have been after the 1997-98 academic year.
- Must have been employed at an elementary school, secondary school, or educational service agency that serves low-income students.
- The loan(s) must have been made before the end of your five academic years of qualifying teaching service.
Forgiveness Amounts:
You may receive up to $17,500 in loan forgiveness if
- You are a highly qualified full-time mathematics or science teacher who taught students at the secondary school level; or
- You are a highly qualified special education teacher (at either the elementary or secondary level) whose primary responsibility was to provide special education to children with disabilities, and you taught children with disabilities that corresponded to your area of special education training and demonstrated knowledge and teaching skills in the content areas of the curriculum that you taught.
You may receive up to $5000 in loan forgiveness if
- Your qualifying teaching service began before 10/30/04.
- You are a highly qualified full-time elementary or secondary education teacher.
You may verify your school’s eligibility on the Annual Directory of Designated Low-Income Schools for Teacher Cancellation Benefits (TCLI Directory) at https://studentaid.gov/manage-loans/forgiveness-cancellation/teacher.

Apply for Teacher Loan Forgiveness.If you are totally and permanently disabled, you may qualify for a total and permanent disability (TPD) discharge of your federal student loans. Once approved for TPD discharge, you will no longer be required to repay your federal student loans.
If you believe you might qualify for TPD, you must apply for a TPD discharge with the Department of Education. You will be required to provide the information requested in order for a disability determination to be made.

Advantage Education Loan, Advantage Parent Loan & Advantage Refinance Loan
Pursuant to Kentucky's Open Records Act, Kentucky Revised Statutes 61.870, et. seq., records maintained by public agencies are subject to review by members of the public. While there are exceptions to this general rule, most public records can be inspected upon submission in writing of a request to inspect and/or copy records. As a municipal corporation, ARC Servicing is subject to this Act. Therefore, anyone desiring to review records maintained by ARC may submit a written request to Legal Services Division by mail or facsimile to the address or fax number below. The request should describe with specificity the documents being requested. Finally, please note that, per KRS 61.874(1) and (3), ARC charges a nominal fee (currently $0.10 per page) if photocopies of records are requested.
